GSWAN which is known as a Gujarat State Wide Area Network (GSWAN) is an advanced communication infrastructure and now-a-days extensively used for exchange of Data, Voice & Video information between two or more locations, separated by significant geographical distances.

The primary motivating factor for GSWAN is for the modernization of the intra-governmental communication setup that would improve administrative effectiveness and efficiency and to bring reliability and accountability in overall system of Government-to-Government (G2G) functioning. GSWAN has leveraged ICT to provide a robust communication backbone and effective support for e-Governance for State Government other Government bodies. It offers a wide range of ICT services. Over 250 + Websites of various government departments/offices/ Boards / Corporations/ HoDs etc. have already hosted on GSWAN server and more than 20000 + E-mail IDs created for Government officers all over the state.

The GSWAN network provides facilitates for uninterrupted and easy IP based Video-conferencing between various Government of Gujarat offices.

GSWAN – Creating Benchmarks for Connectivity

Connectivity creates foundation for rolling out any service electronically hence it is one of the cardinal factors in e-governance. Gujarat has successfully rolled out its SWAN project since 2001 with the vision of providing quality connectivity for facilitating implementation of e-Governance applications and improving overall administrative efficiency and it has reached to a mature stage today.

Today, Gujarat provides a large pool of bandwidth which can facilitate future requirement of service on demand. GSWAN connects all 26 Districts, 225 Talukas ultimately interconnecting more than 3200 GoG offices for secure digital communication. From 1st May, 2011 onwards GSWAN bandwidth has been increased from 4 Mbps to 34 Mbps (750% increased) at all District Centers to State Center and from 2 Mbps to 10 Mbps (400% increased) in Taluka Centers, along with from 4 Mbps to 34 Mbps (750% increased) in clusters -27 links at District leading almost 100% uptime performance of the network.

GSWAN has 32746 users which show 118.30% increase in no. of users utilizing GSWAN connectivity compared to situation before 2 years. On GSWAN more than 45000 mails get processed on daily bases that show 80% increase in mail processing capacity. All districts use daily average of 55% of bandwidth of GSWAN for data processing. At state level average 85 Giga Data Frames, at district level average 3 Peta Data Frames & at taluka level average 11 Giga Data Frames are processed monthly by the means of stronger GSWAN backbone.

There has been 44% increase in logging complain calls for GSWAN issues in last 2 years which shows vital awareness of using the Network by end users and efficient administration has managed to solve 100% of them.GSWAN facilitates webcasting (WC) and video conferencing (VC) for G2G and G2C communication with yearly average 150+ WC/VC combined together.

GSWAN intranet provides secure access to various applications such as - Public Distribution System(PDS), Garvi (Registration of Documents), Land Record Information System (E-dhara), Electoral Roll Management System (ERMS), e-Mamta, IWDMS-Integrated Workflow & Document Management System, IFMS-Integrated Financial Management System, HMIS-Hospital Management & Information System, GSBTM-Guj State Bio-Tech Mission, GAD-General Administration Dept., XPLORA – Entry Card Swipe, Agriculture Soil Health Card Application, SWAGAT - Grievances Redressal to Hon'ble CM, Commodity Price Monitoring, Agriculture Census Gujarat, Ration Card, Intra FOREST, RoR at Village, Janseva, Development Support Agency – Tribal, Media Response System, City Survey – Gujarat, Jantry – Land Registration, Gujarat Information Commission, Directorate of Animal Husbandry, FDCA – Foods & Drugs Controller Administration, & Drugs Manufacturing License Allocation, Directorate of Pension & Provident Funds etc.

GSWAN hosts more than 260 different departmental websites which gives access to common citizens for information. Moreover, applications like ATVT hosted on GSWAN has ultimately led to generation of revenue worth Rs. 3,75,80,720 till date, gARVI (Automation of Administration of Registration, Valuation & Indexing in Gujarat) has generated Rs. 8652.31 Crore till date, eDhara has recorded 10.7 Crore Transactions (5-10/- per transaction) through GSWAN. In a nutshell, GSWAN has not only created role model for connectivity and efficient management of Asia’s one of the largest Government network but also given business model to earn revenue for Government.

Considering all such growth, Government of India has also recommended bandwidth enhancement to all states stating Gujarat as Role Model. In view of the above and high performance of GSWAN, Gujarat has shown rapid growth in e-Governance through stronger backbone support by its connectivity & has established a unique benchmark for other states for better digital governance.
